There were just over 4,000 inhabitants on December 29, 1863, when John N. Goodwin, the first governor of the Territory of Arizona, issued a proclamation to organize the government of the Territory. The first step taken was to conduct a census of the of the territory's inhabitants. These census returns are listed by town and include, when provided, name, age, sex, marital status, place of birth, length of residence, whether native or foreign born, naturalization date if applicable, the location where the family resides, and occupations.
